CONCLUSIONS

During the Debates/Conclusions session of the Conference, the participants agreed on the following items:

1. Establishment of the Association of Balkan Librarians and Libraries—ABLL). This association does not overlap with the mission, goals and objectives of the Association of the National Libraries of the Balkans, etablished at the 2nd Conference of Librarians of the Balkan Countries.

2. The Ministry of Culture and Religious Affairs will assume responsibility to register ---the Association.

3. Hermina G.B. Anghelescu was appointed General Commissionary of ABLL in charge of drafting the statute of the Association that will be discussed on the Balkan Librarians listserv () as well as during the 4th Conference of Librarians of the Balkan Countries.

4. Romania will host the 4th Conference of Librarians of the Balkan Countries, 28-31 July 2003, week that preceeds the Annual IFLA Conference. The 4th Conference of Librarians of the Balkan Countries will coincide with the Romanian-American conference on Digital Libraries: Electronic Collections and Resource Sharing.

5. The Ministry of Culture and Religious Affairs will sponsor the publication of the Proceedings of the 3rd Conference of Librarians of the Balkan Countries that will be published as a bilingual Romanian/English edition. Hermina G.B. Anghelescu will be the editor of the volume.

6. The authors of the papers presented at the 3rd Conference of Librarians of the Balkan Countries were asked to revise their papers and submit them to Hermina G.B. Anghelescu by 1 December 2002 to be edited and translated into Romanian.

7. The web page of the Ministry of Culture and Religious Affairs (http://www.ministerulculturii.ro/minister.html)
will host the ABLL page. A link will be provided from the Internet club/library sector and non-government organization Librarians without Borders (http://www.balkanlibrary.net).

Issues that have not been discussed but need attention for the 4th Conference of Librarians of the Balkan Countries:

1. Promotion of ABLL and of the series of conferences of the Librarians of the Balkan Countries throughout the Balkans, in all Balkan countries through library-related listservs and direct contact with librarians in these countries.

2. Mailing the invitations for the 4th Conference of Librarians of the Balkan Countries. Mr. Florin Rotaru, State Secretary at the Ministry of Culture and Religious Affairs will contact his counterparts in all Balkan countries.

3. Call for papers with 15 March 2003 as deadline for submission of full papers in English (in narrative form, not just the outline). The theme of the 2003 conference will be: Digital Libraries: Electronic Collections and Resource Sharing. These papers will also be included in the volume of Proceedings to be edited by Hermina G.B. Anghelescu. Therefore the volume of Proceedings will be a cumulative work, including papers from both the 3rd and the 4th Conference of Librarians of the Balkan Countries.
