Nacionalne
biblioteke - pamćenje sveta
Poslednje decenije 20. veka donele su bibliotekarstvu kao naučnoj disciplini
i samoj bibliotečkoj delatnosti revolucionarne umesto evolutivnih promena.
Od sveznajućeg bibliotekara, kojeg je odražavala sintagma uomo universale
do internet pretraživača informacija; od biblioteka, kojima su bile primarne
arhivska, muzejska, obrazovna, vaspitna, socijalna, javna, humanistička
uloga, do biblioteka čije fondove nadilazi intelektualna svojina mega
baza podataka; od davnašnjih ideja o dugotrajnom ozbiljnom radu na međunarodnim
bibliografijama, do današnjeg elektronskog učenja, nameće se stalno sprega
obrazovanja i praktičnih znanja bibliotekara. Sa tom spregom, kao neophodnost
savremenog i budućeg poslovanja i ustanovljenje i sprovođenje sistema
kvaliteta u obe oblasti. Globalizacija bibliotekarstva, uz poštovanje
svih normi profesionalizacije, etičnosti i sistema kvaliteta, ipak ne
sme voditi denacionalizaciji struke i obrazovanja.
Saradnja nacionalnih biblioteka, utoliko neophodnija ukoliko je region,
poput Balkana, opterećeniji socijalnim, politickim, ekonomskim, kulturnim
razlikama, preduslov je potpunog uključivanja u projekat Pamćenje sveta.
Nadilaženje nacionalnih granica, prožimanje kulturnih, jezičkih, etičkih,
estetičkih osobenosti naroda, jedan je od prvih zadataka nacionalnih biblioteka
u čijim se fondovima, dostupnosti informacija, zaštiti kulturnih dobara,
konverziji kataloga, digitalizaciji radnih procedura najbolje obavlja
evaluacija kvaliteta profesionalnog obrazovanja i stepena kulturnog razvoja
jedne zemlje.

Libraries - Memory of the World
The
last decades of the 20th century provided librarianship as a scientific
discipline and as a library activity with revolutionary rather than evolutionary
changes. From the omniscient librarian, who was recognized through the
syntagma uomo universale, to the Internet searcher of information; from
the libraries with their primary archival, museum, educational, social,
public, humanistic roles, to the libraries whose holdings are exceeded
by the intellectual property of mega-databases; from the old ideas concerning
the serious work on international bibliographies, to today's electronic
learning; there has always occurred the connection between education and
the practical knowledge of librarians. With that connection, which is
a necessity of modern and future work, there has also occurred the need
for establishing and carrying out of the quality system in both fields.
The globalization of librarianship, with the respecting of all norms of
professionalization, morality and quality system, must not lead, however,
to the denationalization of the profession and education.
The cooperation of national libraries, the necessity for which is proportionate
to the pressure of social, political, economic and cultural differences
in a region such as the Balkans, is a prerequisite for a complete participation
in the Memory of the World project. The overcoming of national boundaries,
the merging of cultural, linguistic, ethic, aesthetic characteristics
of nations is one of the first tasks of national libraries in whose holdings,
availability of information, protection of cultural heritage, conversion
of catalogues, digitization of work procedures, one can best evaluate
the quality of the professional organizing and the level of the cultural
development of a country.
